THE TWELFTH MASSACHUSETTS REGIMENT.; ARRIVAL OF COL. WEBSTER'S REGIMENT ENTHUSIASTIC RECEPTION DEPARTURE FOR WASHINGTON. SPEECH OF DR.ADAMS. RESPONSE OF COL. WEBSTER.

A grand ovation was accorded by our citizens, yesterday, to the Twelfth Massachusetts Volunteer Regiment, enlisted for the war, under command of Col. FLETCHER WEBSTER, the son of the sage of Marshfield. The Twelfth is the pet of the Bostonians. It was mustered into the service about five weeks since, and has in the interim been thoroughly equipped and drilled. The physical appearance of the men is not the least credit to the old Bay State. While they are brawny, and muscular, and healthy, they are at the same time orderly, and adapted to discipline. The personal popularity of Col. WEBSTER has helped, in a great degree, to elevate the character of his corps. Not only through the reputation of his father, but as Secretary of Legation to China under Mr. CUSHING, as the incumbent of important positions at Washington, and as Surveyor of the Port of Boston, Col. WEBSTER has attached to himself hosts of friends, who have done all in their power to make his command as effective as anythat has yet taken uparms in defence of the Union. The recent news from the seat of war has infused a new spirit into the men, and they are now as fine a body as has passed through this City.

Having ascertained that, in spite of repeated delays, the regiment would certainly arrive yesterday morning, the sons of Massachusetts temporarily in New-York, made arrangements to receive their friends with becoming honors. The excursionists on the steamer City of New York, o the Norwich and Worcester line, made up a purse of $75, for the purpose of engaging GRAFULA's Seventh Regiment Band. A banner was hastily extemporized, not as the facetious reporter of an evening journal stated, "a large banner of silk," but a liberal allowance of cotton on a painted stick, with the inscription:

"CITIZENS OF NEW-ENGLAND

TEMPORARILY IN NEW-YORK."

Patiently they bore the hour's delay waiting for the arrival of the Bay State at the foot of Eleventh-street, and as the boat was moored they rent the air with shouts of cordial welcome. Seldom has any regiment been received on landing with such a cordial greeting. The Committee, consisting of Mr. FRANK E. HOWE and the members of the New-York Committee of New-Englanders, accompanied by the Boston visiters, headed by DAVID T. MCGILVAY, OTIS KIMBALL and Col. W.A. THOMPSON, proceeded on board the steamer and welcomed the officers formally. After some delay, the line was formed on the Pier, and the regiment proceeded, via Fourteenth-street, to the corner of First-avenue, where they formed in regimental line, flanking the escort on each side. The veteran NATHAN JACKSON bore the Massachusetts State flag conspicuously in the ranks. When all was arranged, Mr. HOWE introduced Dr. ADAMS, who spoke substantially, as follows:

Dr. ADAMS said that it was his privilege to welcome them to the City on their way to the war. The present was no time for orations or harangues. It was a time for solemn thought, noble purpose and heroic action. It was deemed proper for him, as a minister of the Gospel, to address them before they arrived on the battle-field. They were going forth to war -- a war not of one section against another, or of hostile parties. Slavery was not the issue before them. The struggle in which they were called to act was in defence of constitutional Government. It was not a war against Slavery. They did not provoke the conflict; but they would do their duty to preserve the National integrity. [Applause.] It was right he (Col. WEBSTER,) in such an issue, should take part in the struggle. He was the son of the sire who had, by his great eloquence and statesmanship, earned the proud title of a Defender of the Constitution. [Loud applause.] Oh, how long they had missed his vacant seat in the Senate, when the perils of the country called in vain for his presence.

"Oh! where was Roderick then?

One blast from his trumpet was worth one thousand men. (Applause.) The Rev. speaker cited extracts from the speeches of DANIEL WEBSTER in favor of the perpetuation of the Constitution and the Union -- whatever other interests might be involved. He concluded by expressing his conviction that the Twelfth would defend the glorious flag which they carried, so that not one of its stars should be obliterated.

Col. WEBSTER, in reply, said that it was his privilege to thank them for their kind reception. They had not welcomed the regiment for its heroic deeds, for no opportunity had then been given them to perform heroic deeds, but for the motive which impelled them. War was not the profession of his men. They had left their mechanical pursuits to be soldiers, and to decide by their arms whether they had or had not a constitutional Government. [Applause.] They would do their duty in the struggle to defend the Constitution, and would not be over-hasty in sheathing the sword. [Applause.] The Colonel concluded by again thanking the escort for their kind reception.

The line of march was then resumed, and the regiment, preceded by their escort, marched via Fourteenth-street and Broadway to the Park Banacks, where arms were stacked, knapsacks unslung, stomachs and haversacks filled, and a rest enjoyed. The scene along the route was highly complimentary to the regiment. The sidewalks and street and windows were crowded with spectators, who waived cordial welcomes and cheered vociferously. And when, after dinner in the Park, the men were allowed a brief stroll in the vicinity, they were everywhere congratulated and treated with civility. It was the best evidence of Col. WEBSTER's confidence in his men that he could allow them thus to go at large in a crowded city and feel confidence that they would return when wanted. The list of officers is as follows:

The regiment is armed with the Enfield rifles, and fully equipped in every way, to take the field immediately. They have 30 wagons and ambulances, and a line enlisted band of 17 pieces.

The officers were entertained at the Astor House by the Citizens' Committee, and speeches were made by Dr. ADAMS, Mr. EMERSON, OTIS KIMBALL, of Boston, Col. WEBSTER and others. The regiment proceeded to Washington via Harrisburgh, at 6 1/2 o'clock.
